Hon. Huldah Momanyi-Hiltsley: From a Kenyan Immigrant Family to Minnesota’s State Capitol

—

The Kenyan-born business executive and community organizer made history in the United States—and is using her position to help families find stability, opportunity and a voice in government.

Decades before Huldah Momanyi-Hiltsley entered public office, an elected leader helped keep her own family together.

Her father had spent years navigating the United States immigration system when the family came within days of deportation. Churches and community advocates reached out to the late Minnesota Senator Paul Wellstone, whose intervention helped overturn the order.

The experience taught Momanyi-Hiltsley something she would carry into adulthood: compassionate public leadership can change the direction of an entire family.

Years later, she entered government herself.

In November 2024, Momanyi-Hiltsley became the first Kenyan-born immigrant elected to the Minnesota Legislature. She now represents House District 38A, covering Osseo and southwestern Brooklyn Park.

From Kenya to Minnesota

Momanyi-Hiltsley traces her roots to Nyamemiso village in Kenya’s Kisii–Nyamira region.

Her father travelled to the United States as a student, and the family later reunited in Minnesota. She attended Cooper High School before pursuing higher education at Bethel University, where she earned three bachelor’s degrees and an MBA in global business management.

Her professional career developed across business operations, regulatory compliance, data protection and privacy. That experience exposed her to the responsibilities organizations carry when handling personal information and managing systems that affect people’s lives.

It also prepared her for emerging policy conversations involving artificial intelligence, digital security and responsible technology.

Leadership That Began in the Community

Momanyi-Hiltsley’s journey into politics began through community service.

She held leadership positions within Minnesota’s Kenyan community and became the first woman to lead the Mwanyagetinge Association. Her work promoted cultural connection, immigrant participation and stronger representation for families whose voices were not always heard.

She also founded SaniPads, an initiative associated with helping Kenyan girls remain in school by improving access to menstrual-hygiene products.

These experiences helped shape the message at the heart of her public service: Stronger Together.

For Momanyi-Hiltsley, leadership is not simply about occupying a position. It is about listening to people, understanding the pressures affecting their lives and bringing those realities into rooms where decisions are made.

When Momanyi-Hiltsley won her election, the victory represented more than a personal milestone.

It gave Kenyan and African immigrants greater visibility within American state government. It also showed young women and immigrant families that they can move from observing political institutions to actively shaping them.

The Minnesota House identifies her as a first-term representative serving on the Housing Finance and Policy, Human Services Finance and Policy, and Legacy Finance committees.

Her work is centered on practical concerns affecting families: housing, mental health, human services, public safety and economic opportunity.

Protecting Families From Homelessness

Housing has become one of Momanyi-Hiltsley’s most visible priorities.

She supported additional funding for Minnesota’s Family Homeless Prevention and Assistance Program, which helps households facing difficulties with rent, mortgages and utility payments.

The programme is designed to intervene before a temporary financial emergency becomes homelessness. Legislative estimates presented in 2025 suggested that preventing a family from losing its home could cost approximately $3,500, compared with around $45,000 to rehouse someone after displacement.

Momanyi-Hiltsley has described this work as choosing prevention, stability and dignity.

Her position reflects a simple idea: government can serve families most effectively when it responds before a difficult situation becomes a crisis.

Expanding Mental-Health Support

Momanyi-Hiltsley has also worked to reduce barriers preventing people from receiving mental-health services.

She sponsored proposals intended to widen eligibility for case management and community support, recognize trauma-related conditions and preserve access to certain telehealth services.

Her work recognizes that mental-health support should not begin only after repeated hospitalization or a severe crisis. Earlier access can help individuals remain connected to their families, employment and communities.

She has approached the issue through compassion, equity and practical problem-solving—particularly for underserved and under-resourced residents.

A Bridge Between Kenya and the United States

Although Momanyi-Hiltsley serves the people of Minnesota, her journey carries special meaning for Kenyans around the world.

She represents a growing diaspora whose members are building careers, serving communities and contributing to public leadership while maintaining strong connections to their heritage.

Her election creates new possibilities for conversations around women’s leadership, technology, youth mentorship, economic opportunity and cooperation between Kenya and the United States.

At Africa Spotlights, we celebrate Kenyans whose journeys demonstrate how far courage, education and community support can carry a person.

A public servant once helped keep Huldah Momanyi-Hiltsley’s family together. Today, she sits in public office with the opportunity to protect other families and help them build more secure futures.

Her story has come full circle—but the doors it can open for others are only beginning to widen.
