Hon. Paula Ingabire: The Technology Leader Helping Rwanda Shape Africa’s Digital Future

—

Rwanda’s Minister of ICT and Innovation is combining engineering, policy and strategic partnerships to ensure that emerging technologies create practical opportunities for citizens.

Paula Ingabire’s work is guided by a belief that Africa should not simply consume technology developed elsewhere. African countries must also help design, govern and adapt the technologies shaping their future.

As Rwanda’s Minister of ICT and Innovation, Ingabire is helping move the country from using technology to actively shaping it.

Her portfolio stretches across artificial intelligence, digital skills, startup development, connectivity, data protection and online public services. Together, these areas support Rwanda’s ambition to build a knowledge-based economy in which technology improves daily life.

An Engineer in Public Leadership

Ingabire holds a bachelor’s degree in Computer Engineering and Information Technology. She later studied Systems Design and Management through the Massachusetts Institute of Technology’s engineering and management schools.

Before joining the Cabinet in October 2018, she headed ICT business development at the Rwanda Development Board and coordinated the Kigali Innovation City project. She also worked with Smart Africa, a continental initiative using digital connectivity and services to support economic development.

Her technical background helps her approach public policy as a connected system. Digital transformation is not achieved through one application or device. It requires infrastructure, skilled people, trusted institutions, supportive regulation and access for citizens.

Taking Rwanda Into the AI Era

Artificial intelligence has become one of the defining areas of Ingabire’s leadership.

Rwanda’s National AI Policy seeks to promote responsible and inclusive use of the technology while supporting development in healthcare, agriculture, education, public services and other sectors.

The goal is not simply to follow global trends. It is to develop solutions shaped by Rwanda’s needs, data, languages and social priorities.

Potential applications include weather warnings for farmers, agricultural information, digital tools for community health workers and systems capable of understanding Kinyarwanda.

Ingabire estimates that AI could eventually contribute at least 6% to Rwanda’s economy. Her work earned her recognition on the 2025 TIME100 AI list, which celebrates influential figures shaping artificial intelligence around the world.

A national strategy becomes meaningful when it produces institutions and tools that people can use.

In 2025, Rwanda announced the creation of an AI Scaling Hub through a partnership with the Gates Foundation. The initiative was established to identify, test and expand responsible AI solutions in healthcare, agriculture and education.

Rwanda has also entered a partnership with Anthropic focused on applying AI within education, public services and other areas while keeping solutions grounded in the country’s priorities.

These partnerships reflect Ingabire’s wider approach: global expertise can support African development, but solutions must remain relevant to local communities.

Developing Rwanda’s Digital Workforce

Ingabire’s vision also recognizes that technology cannot transform a country without people capable of creating and using it.

The One Million Rwandan Coders initiative is designed to equip Rwanda’s current and future workforce with practical digital skills. Its definition of coding extends beyond traditional programming to include the wider capabilities people need to participate in a technology-driven economy.

Other programmes introduce young people to coding, robotics and software development, while digital ambassadors help citizens learn how to use online services.

This focus on skills gives digital transformation a human face. A connected country must ensure that rural communities, young people and citizens without advanced technical education are not left behind.

Supporting the People Building New Ideas

Entrepreneurs are another important part of Rwanda’s technology strategy.

Platforms such as Hanga Pitchfest have given innovators opportunities to present their ideas, gain visibility and connect with investors. In March 2026, the government also launched Innovate Rwanda, a digital platform connecting startups with investors, skilled professionals and other members of the national innovation ecosystem.

Ingabire’s work acknowledges that innovators need more than praise. They need financing, networks, suitable policies and access to markets.

Kigali Innovation City supports the same vision on a larger scale. Designed to bring together universities, technology companies, entrepreneurs and research institutions, the development is intended to strengthen Rwanda’s position as a continental knowledge and innovation hub.

From Using Technology to Shaping It

Paula Ingabire’s story is not simply about a woman leading an influential government ministry.

It is about an engineer helping her country prepare for a rapidly changing world—while insisting that progress must remain inclusive, responsible and connected to real needs.

At Africa Spotlights, we celebrate African women whose leadership is expanding what the continent can imagine and build.

Ingabire represents that future-facing spirit. Through digital skills, startup support, public infrastructure and locally relevant artificial intelligence, she is helping Rwanda become not merely a user of global technology, but an active contributor to its direction.
