H.E. Dr.Tatenda Mavetera: From Television Storytelling to Shaping Zimbabwe’s Digital Future

—

The former actress, entrepreneur and parliamentarian is helping expand connectivity, digital skills and responsible artificial intelligence across Zimbabwe and the wider continent.

Before Dr. Tatenda Annastacia Mavetera began helping shape Zimbabwe’s digital policies, many people knew her as Tendai Jari on the popular television drama Studio 263.

Her performance made her a familiar face in Zimbabwean households and earned her national recognition as an actress. Yet television was only one chapter in a journey that would later include business, farming, marketing, Parliament and Cabinet.

Today, Dr. Mavetera serves as Zimbabwe’s Minister of Information Communication Technology, Postal and Courier Services and represents Chikomba West in Parliament.

Her story demonstrates that leadership does not always follow a straight line—and that skills developed in one field can become powerful tools in another.

From the Screen to Parliament

Dr. Mavetera entered Parliament in 2018 through the women’s quota for Mashonaland East.

She later joined the Speaker’s Panel and served as an assistant presiding officer, gaining experience in parliamentary procedure, legislation and national policy.

In 2023, she won the Chikomba West parliamentary seat and was subsequently appointed to lead Zimbabwe’s ICT ministry.

Her background in media, marketing and public communication gives her a distinctive perspective on technology leadership. Digital transformation depends not only on infrastructure and policy, but also on explaining change in ways that citizens can understand and trust.

Expanding Digital Opportunity

A central theme of Dr. Mavetera’s work is the expansion of digital access beyond major cities.

Zimbabwe’s broadband strategy seeks to increase connectivity for government institutions, businesses, households and individuals while supporting the country’s wider development goals.

Reliable internet can create practical opportunities for rural schools, farmers, healthcare facilities, small businesses and young entrepreneurs. It can help citizens access government services, receive information, find markets and participate more fully in the economy.

Since Dr. Mavetera’s appointment, Zimbabwe has introduced projects aimed at accelerating universal access to broadband services.

The goal is larger than connecting devices. It is about connecting people with opportunity.

Preparing Zimbabwe for Artificial Intelligence

In March 2026, Zimbabwe launched its National Artificial Intelligence Strategy 2026–2030.

The framework outlines how AI can support agriculture, healthcare, education, mining, financial services and public administration. It also emphasizes infrastructure, skills development, research, cybersecurity and responsible governance.

Dr. Mavetera has argued that Zimbabwe’s approach should remain inclusive and connected to the country’s languages, values and social realities.

That principle is important. Technology can only create meaningful progress when it understands and serves the people expected to use it.

The strategy therefore presents AI not as a distant luxury, but as a practical development tool capable of improving productivity, strengthening public services and creating new economic opportunities.

Skills That Allow People to Participate

Connectivity alone cannot close the digital divide.

Citizens also need the confidence and practical skills required to use devices, online services and emerging technologies. Zimbabwe’s Digital Skills Ambassadors Programme is intended to extend digital literacy into communities and help more people participate in the technology economy.

The initiative has particular value for young people, teachers, women, small-business owners and rural communities. Related programmes have also promoted coding, cybersecurity and professional digital certification.

Dr. Mavetera has placed particular emphasis on supporting women and girls in technology. Her own journey shows that a career in the digital sector does not have to begin through one traditional route.

A storyteller, marketer, farmer or entrepreneur can also develop the skills and ideas needed to contribute to Africa’s technological future.

Making Government Smarter

Dr. Mavetera’s portfolio also includes Zimbabwe’s transition toward more connected public services.

The country’s smart-government agenda seeks to improve how public institutions share information, manage data and serve citizens. This includes digital identification, secure government networks, electronic services, cloud infrastructure and stronger cybersecurity.

When implemented effectively, these systems can reduce unnecessary delays and make public services easier to access.

For citizens, digital government should ultimately mean something simple: spending less time navigating complicated processes and receiving services more efficiently.

A Growing Continental Role

Dr. Mavetera’s influence now extends beyond Zimbabwe.

In March 2026, she was elected chairperson of Smart Africa’s Council of ICT Ministers. The body brings together African technology ministers to coordinate digital policy and cooperation across the continent.

Her role places her within continental conversations about broadband expansion, artificial intelligence, cybersecurity, digital trade, skills and cross-border services.

It also strengthens the argument that Africa’s digital future will require cooperation. Countries cannot build entirely separate systems when their people, businesses and ideas increasingly move across borders.

Writing a New Kind of Story

Dr. Tatenda Mavetera’s journey began with storytelling on television. Today, she is helping write a different story—one about a Zimbabwe that is more connected, digitally skilled and prepared to participate in the next era of technology.

At Africa Spotlights, we celebrate African women whose journeys challenge narrow ideas about where leadership can begin.

Dr. Mavetera’s path from actress to entrepreneur, parliamentarian and technology minister is a reminder that experience is rarely wasted. Every chapter can prepare a person for a larger stage—and every skill can become part of building a nation’s future.
